The short version

MerusCase and SmartAdvocate both show up when a workers' comp firm shops for case management, but they approach comp differently. MerusCase has California-specific filing tools built in. SmartAdvocate has a broad, configurable WC module meant to work across states, inside a system that covers many plaintiff practices.

California filing

For a California applicant firm, filing is often the deciding factor.

MerusCase documents a California workflow. Firms can import injury and party information from EAMS when a case already has an EAMS number, and it has an EAMS court integration. Its JET File feature submits multiple forms and attachments in one filing, including the Application for Adjudication, Compromise and Release, Declarations of Readiness, Notice and Request for Allowance of Lien, and Stipulations with Request for Award. It also e-files certain forms, including the QME panel request. JET filing appears for users whose default case type is workers' comp and whose jurisdiction is California, and the firm must send MerusCase a signed authorization form first. The DWC publishes its own list of authorized JET filers and does not endorse any vendor.

SmartAdvocate's workers' comp page describes state form templates and state deadline reminders but does not name EAMS, the WCAB or JET filing. If you file in California, ask how forms reach EAMS.

Workers' comp case tools

MerusCase's Injuries tab records multiple injuries per case, links parties to each, and sets statute dates that put warnings on the calendar.

SmartAdvocate's WC module tracks appointments, functional capacity evaluations and progress toward MMI, stores impairment ratings and PPD calculations in custom fields, tracks subrogation and treatment authorizations, and keeps vocational rehab plans and reports. It handles multiple claim numbers and jurisdictions in one file.

AI, billing and platform

SmartAdvocate launched SmartIntelligence in August 2026: summaries of records and depositions, case chat that cites sources, translation, a settlement value assistant, customizable agents and an MCP server. It lists 175+ integrations and offers a cloud version or a server-based version.

MerusCase's home page does not describe AI features. Its strengths are built-in accounting, time tracking and electronic billing in formats such as LEDES, which matters to firms that also bill hourly work. It lists criminal, employment, family, immigration, PI and workers' comp among its practices.

Neither publishes prices. MerusCase says pricing is tailored to the firm; Capterra lists SmartAdvocate from $109 per user without saying what that covers.

Which one fits which firm

Choose MerusCase if you are a California comp firm that wants EAMS import and JET filing inside the case system, and values built-in billing.

Choose SmartAdvocate if you handle comp in several states or alongside PI, mass torts and Social Security, want AI features in the product, or want to self-host.

Questions to ask either vendor in a demo:

  • Show us an Application for Adjudication and a DOR going from the case to EAMS. Who files it, and how do we see that it was received?
  • How do QME and AME reports, PTP reports and UR decisions get organized for the attorney?
  • How are TD periods and payments tracked, and does anything flag a late payment?
  • How are lien claimants and their liens tracked through a C&R or stipulation?
  • What does migration from our current system include?

Where PlaintiffStack fits

PlaintiffStack is built on California rules for applicant comp, alongside PI and employment. It ships a benefits audit of TD periods, rates and late-payment exposure, a QME cover letter and records index, and WCAB petition drafting, with morning checks for certified disability with no payment, IMR deadlines after a UR denial, and records due to the QME. It does not e-file in EAMS and has no PD rating calculator: it tracks the ADJ number, and case watch keeps the EAMS pages your team looks up and shows what changed. It is $250 per case with every app included; AI usage is billed separately. It reads searchable files only, with no OCR yet, so scanned QME reports and faxes are not read.
